Annual reports are to be presented to parents by second-level schools based on their own self-evaluations of their performance.
Minister for Education Ruairi Quinn made the announcement at a meeting of the National Association of Principals and Deputy Principals in Galway.
He explained how the system would complement the work of the Department of Education inspectors in school assessments of teaching and learning.
According to Mr Quinn, the new self-evaluations would provide schools with more autonomy to set the agenda for improvement and develop a culture of quality and accountability.
"You are being empowered, as school leaders, to manage the teaching and learning in your schools and to focus, with your
teachers, on educational improvement in your schools," the Minister stated.
Mr Quinn also announced new admission rules that are designed to ensure greater transparency in the allocation of places through a regulatory framework for enrolments, with this due to be introduced next year.
