In my children´s school there are a number of parents who provide voluntary service to the school eg IT services for example. They seem to spend quite a lot of time in the school. Should such volunteers be vetted or is there a DOE policy on the matter to provide for such instances.

Ideally, yes, they should be vetted, but any helpers in a school would be working under supervision of a teacher and never left alone with children.
